It focuses on cultural place-making and building communities through artistic practices. Any artistic or curatorial initiative in  “public space” must address the question of how to construct “a public” and with it\, how to encounter identity. Any difference—be it regional and local\, ethnic and religious\, economic and social—generates its own cohabitation of urban space and public culture to communicate with. The challenge for art in the public sphere lies in its openness to existing and yet\, imagined communities of civic urbanism. Ranging from corporate cultural engagement in privately owned public spaces to urban regeneration\, the invited speakers draw connections to the beginnings of community engagement in public art with its fluid methods. DESCRIPTION:In partnership with Mapletree Investments Pte Ltd.\, Culture City. Culture Scape. is a public art education programme launched in 2017. A first of its kind in Singapore\, the programme features a series of newly commissioned public art works by Dan Graham\, Zulkifle Mahmod\, Tomás Saraceno and Yinka Shonibare CBE (RA)\, nestled at Mapletree Business City II\, and aims to bring the arts closer to the communities. \nConceived as a research presentation at NTU CCA Singapore’s The Lab\, Art\, Urban Change\, and the Public Sphere engages with the making of the Public Art Trail at Mapletree Business City II in the context of Privately-Owned Public Spaces (POPS) together with other artistic and urban developments in Singapore. The works of the Public Art Trail by international renowned artists Dan Graham\, Zulkifle Mahmod\, Tomás Saraceno and Yinka Shonibare CBE (RA) are animated through augmented reality in a unique spatial setting. The presentation reflects on emerging discourses such as Future Asian Spaces or Art in the Public Sphere and situates the interconnectedness of cultural politics\, urban developments and economic conditions in today’s Singapore. SUMMARY:Ethics of Curatorial Practice: Making Art Public\, Building Institutions
DESCRIPTION:In examples of institutions created by artists or curators\, many times the institution is a personal affair\, whereby it is inextricably connected to the research interests and cultural practice of its founders. Reflecting on the already existing modes of cultural and institutional operations in Athens\, Fokianaki will unfold the institutional trajectory of the independent space State of Concept Athens\, where she serves as founding member\, and how it evolved since its commencement of activities. She will demonstrate how the institution responded to the change of ecology in the local art field\, by refining its discourse\, choosing its institutional language\, and honing in questions that directly respond to the socio-economic condition of Greece and Europe. Fokianaki will highlight ways of institutional being\, through a practice that reflects on collective responsibility but also enacts ethical instituting\, in a financially precarious environment. The question for the cultural worker is how to “unlearn one’s privileges” (Gayatri Chakravorty Spivak) by way of creating structures that promote the flourishing of institutions through collective responsibility\, ethical practicing\, but also through alternative economies of exchange\, that promote what Fokianaki calls a “creative embodiment of instituting”. \niLiana Fokianaki is a writer and curator based in Athens and Rotterdam. Her research focuses on the notion of the state and the formations of power that manifest under the influence of geopolitics\, national identity and cultural and anthropological histories. In 2013 she founded State of Concept Athens\, the first non-profit institution with a permanent program and location in Athens. It promotes Greek and international artists through solo exhibitions\, but also invites international curators to create exhibitions that comment on the current socio-political landscape of Greece and beyond. The institution has worked with artists such as Laure Prouvost\, Hito Steyerl\, Basim Magdy\, Keren Cytter among others\, most of whom had never exhibited in Greece before. State of Concept is also focusing on a pedagogical programme that enables\, through free consultations\, art students and artists to further their studies and develop their projects. In 2016\, together with Antonia Alampi\, Fokianaki founded Future Climates\, a platform that aims to propose viable futures for small-scale organizations of contemporary art and culture. Fokianaki has taught in Greek institutions and abroad\, and is a visiting lecturer at the Dutch Art Institute.

SUMMARY:Curatorial Consciousness. Participation between Practice and Process
DESCRIPTION:As artists have moved towards models of post-studio practice in which the art object is no longer privileged above other forms\, the gallery itself becomes a site for production\, dialogue\, and debate. In this lecture\, Dr Michael Birchall argues that the museum has transformed itself into a site of participation through the facilitation of socially engaged art projects. Whether socially engaged art commissions manifest inside the museum as installations or sites of activity or outside as collaborations with specific communities\, curators build special relationships with each stakeholder—the museum\, the artist\, and the community—and they have become increasingly aware of the role of their audiences as  participants. \nDr Michael Birchall (United Kingdom) is Curator of Public Practice at Tate Liverpool and Senior Lecturer in Exhibition Studies at Liverpool John Moores University\, United Kingdom. His curatorial practice and research concern socially engaged art\, performance\, and notions of publicness in museums. He has previously held curatorial appointments at The Banff Centre’ Walter Phillips Gallery and The Western Front (both Canada)\, as well as at the Künstlerhaus Stuttgart (Germany). His writing has appeared in Frieze\, ARKEN Bulletin\, OnCurating\, Modern Painters\, C Magazine\, Art & the Public Sphere\, and various exhibition catalogues. Recently\, he co-edited Collective Good/Collaborative Efforts (Stavanger: Rogaland Kunstsenter\, 2017) and co-curated O.K. – The Musical (2017)\, an iterative community theatre musical by Christopher Kline at Tate Liverpool.
